Neighbor and Section 8?

Currently, my family is in eviction court with our landlord, and hes charging us excessive water usage of 500.00 which we weren't aware of nor believe. We live in a duplex and our neighbor is on Section 8 and the government pays for all her utilities and rent (she told us), we truly believe he's charging us for her water usage as well. My question is, do residents on Section 8 pay water/sewer usage out of their own pocket? or does the government? (Btw I live in Ohio if that helps more to answer my question)
