Where does the constitution say that we have a right to health care as spoken in last nights DNC convention?

It doesn't and we don't have an expressed or implied right to government provided health care. There will be those that will find an implied right where none actually exists i.e. Roe v Wade where the Supreme Court found a non enumerated and non existent RIGHT to privacy. There will be those who incorrectly suggest it is implied in the phrase "a right to life, liberty etc..) the flaw in this thinking is that if taken to its logical conclusion one could argue we have a right to government provided food as well since without food we die.
